Identifying challenges in using community land trusts to provide long-term affordable housing in Austin, TX
Abstract: As the need for long-term affordable housing in the U.S. becomes increasingly clear, community land trusts (CLTs) have attracted the attention of a growing number of people. Despite their popularity, implementation numbers remain low. This report evaluates potential challenges that impact the creation and operation of CLTs by using several U.S. case studies, focusing on the context of Austin, TX. The navigation of property tax valuations, existing affordable housing mechanisms, and limited resources and capacity are among identified barriers. After these issues are analyzed, I present several recommendations that would allow CLTs to operate more effectively.
